အင်္ဂလိပ်ဘာသာစကား ကျွမ်းကျင်မှုသင်တန်းအမှတ်စဉ် (၁/၂၀၂၄)

၁။   စီးပွားရေးနှင့်ကူးသန်းရောင်းဝယ်ရေးဝန်ကြီးဌာန၊ ပြည်ထောင်စုဝန်ကြီး၏ လမ်းညွှန်ချက် အရ လူ့စွမ်းအားအရင်းအမြစ်ဖွံ့ဖြိုးတိုးတက်ရေး စီမံချက်တွင်ထည့်သွင်းရေးဆွဲထားရှိသည့် သင်တန်းများကို ကုန်သွယ်ရေးဦးစီးဌာန၊ ကုန်သွယ်မှုပညာပေးရေးဌာနခွဲအနေဖြင့် တာဝန်ယူ အကောင်အထည်ဖော် ဆောင်ရွက်လျက်ရှိပါသည်။

၂။       အဆိုပါစီမံချက်အရ အင်္ဂလိပ်ဘာသာစကား ကျွမ်းကျင်မှုသင်တန်း အမှတ်စဉ်(၁/၂၀၂၄) အား ၂၀၂၄ ခုနှစ်၊ ဖေဖော်ဝါရီလ ၂၈ ရက် (ဗုဒ္ဓဟူးနေ့) နေ့လည်(၁၄း၀၀)နာရီအချိန်တွင် စတင် ဖွင့်လှစ်ခဲ့ပါသည်။

၃။      အဆိုပါသင်တန်းကို ကုန်သွယ်ရေးဦးစီးဌာန၊ ညွှန်ကြားရေးမှူး ဦးအောင်မင်းသိုက် ၊ လက်ထောက်ညွှန်ကြားရေးမှူး ဒေါ်နန္ဒာဝင်း ၊ လက်ထောက်ညွှန်ကြားရေးမှူး  ဒေါ်ခိုင်မြတ်မြတ်ခိုင် နှင့် လက်ထောက်ညွှန်ကြားရေးမှူး ဒေါ်မေဖြိုးသူ တို့မှ သင်တန်းနည်းပြအဖြစ် သင်ခန်းစာများ ပို့ချ ပေးမည်ဖြစ်ကြောင်းနှင့်  သင်တန်းသား စုစုပေါင်း(၃၂)ဦးတို့ တက်ရောက်မည် ဖြစ်ကြောင်း သိရှိရ ပါသည်။

5TH ACAFTA WGC

The 5th round of negotiation of the Working Group on Competition (WGC) for the ASEAN-Canada Free Trade Agreement (ACAFTA) was virtually held on 27th February 2024.

Representatives from the Competition Sector in ASEAN Member States, Canada and the ASEAN Secretariat Office attended the meeting.

As representatives from Myanmar, officials from Myanmar Competition Commission Office were present.

The meeting was chaired by Ms. Yvette Yoong, Acting Director of International, Communications and Planning, Competition and Consumer Commission of Singapore (CCCS), ASEAN Co-Chair for the ACAFTA Working Group on Competition (WGC).

The attendees discussed the competition chapter to be included in the ASEAN-Canada Free Trade Agreement and the methodology to move forward on the negotiations on the text and its workplan.

Export and Import Procedure Course No. 1/2024

  1. Following the guidance of the Union Minister for the Ministry of Commerce, the Trade Education Division of the Department of Trade is actively executing the Human Resource Development Plan.
  2. According to the Human Resources Development Plan of the Ministry of Commerce, “the Export and Import Procedure Course No. 1/2024” was held at the training hall at 09:30 a.m. on February 26th, 2024.
  3. The training course on awareness training on export and import procedures (course No. 1/2024) will be conducted from February 26 to March 29 (Monday to Friday) from 09:30 to 12:30 at the training hall. This course was attended with active participation by 48 attendees.

Awareness training on the Trade Policy Laws

            Following the guidance of the Union Minister for the Ministry of Commerce, the Trade Education Division, operating under the Department of Trade, is actively executing the Human Resource Development Plan.

            The training course on awareness training on trade policy laws was conducted from February 22 to 23 (Thursday and Friday) (13:30 to 15:30) at the training hall of the Department of Trade, Ministry of Commerce in Nay Pyi Taw.

            Assistant Director Daw Yuzana Myint Aung from the Trade Policy Division within the Department of Trade served as the instructor for the awareness training on the trade policy laws held at the training hall. This course was attended by an active participation of 20 attendees.

       The training course on awareness training on the ASEAN Economic Community (AEC) was conducted on February 21 (13:30 to 15:30) at the training hall of the Department of Trade, Ministry of Commerce in Nay Pyi Taw.

            Deputy Director Daw Shwe Sin Oo from the Regional Economic Cooperation Division within the Department of Trade served as the instructor for the awareness training on the ASEAN Economic Community (AEC) held at the training hall. This course was attended by an active participation of 20 attendees.

THE EIGHTH ASEAN FRAMEWORK AGREEMENT ON COMPETITION (AFAC) NEGOTIATION

      The eighth ASEAN Framework Agreement on Competition (AFAC) Negotiation was virtually held on 21 February 2024.

      The Meeting was held in plenary and attended by all ASEAN Member States (AMS), and the ASEAN Secretariat. The Meeting was chaired by Ms. Lolibeth Ramit-Medrano, Commissioner of the Philippine Competition Commission (PCC), Chair of the AFAC Negotiation.

      The meeting considered and negotiated on the draft text, focusing on concluding the negotiation of Article 5 “Internalization of Competition Policy”, Article 6 “Strengthened Advocacy Efforts”, and Article 7 “Measures to Strengthen Regional Cooperation and Coordination”.

      The Meeting agreed on the work plan and discussed the preparation for the 9th AFAC Negotiation to be held on 15 March 2024 in Bangkok, Thailand.

Caucus for the 5th ACAFTA WGCC¬¬

         The Caucus for the fifth meeting of the Working Group on Competition for the ASEAN-Canada Free Trade Agreement (ACAFTA) Negotiations (Caucus for the 5th ACAFTA WGC) was virtually held on 19th February 2024.

          Ms. Yvette Yoong, Acting Director of International, Communications and Planning, Competition and Consumer Commission of Singapore (CCCS), ASEAN Co-Chair for the ACAFTA Working Group on Competition (WGC) delivered her opening speech and the representatives from the Competition Sectors in ASEAN member Statesand the ASEAN Secretariat Office attended the meeting. As representatives from Myanmar, officials from the Department of Trade were present.

         The ASEAN Secretariat highlighted the outcomes of the 4th ACAFTA WGC Meeting which was held on 16 November 2023, as well as Canada’s intersessional inputs to ASEAN’s proposed draft text.

         The Meeting discussed Canada’s inputs to ASEAN’s proposed text for the ACAFTA Competition Chapter and the consolidated draft text for the Articles on Objectives, Effective Competition Regime, and Confidentiality of Information.

The Sixth Meeting of the ASEAN-Canada Free Trade Agreement-Working Group on Trade in Services (ACAFTA-WGTIS)

      The Sixth Meeting of the ASEAN-Canada Free Trade Agreement-Working Group on Trade in Services (ACAFTA-WGTIS) was held via video conferencing from 5 to 7  February, 2024. The meeting was attended by representatives from all ASEAN Member States, the ASEAN Secretariat Office and Canada. The two officials from Department of Trade, Ministry of Commerce, Myanmar have attended the meeting.

      The meeting had discussed Trade in Services on the draft text of Temporary Movement of Natural Persons (TMNP), Development and Administration of Measures/ Domestic Regulation Annex, Professional Services Annex and its work plan. The ASEAN member states and Canada agreed to continue the discussion on the draft text during the next meeting accordingly.

Introduction Course on WTO (Principles and General Rules)

1.            The opening ceremony of the Introduction Course on WTO (Principles and General Rules) was held in the conference hall, of the Department of Trade under the Ministry of Commerce, office No. (3) at Naypyitaw on February 5, 2024 from (13:00 to 13:30).

2.            The opeining ceremony was attended by the Union Minister for Ministry of Commerce U Htun Ohg, Director Generals, Deputy Director Generals, Directors, Trainer and 54 partcipants from the Ministry of Commerce.

3.            Firstly, the Union Minister, delivered the opening speech highting the significance of international and trade matters, activities of the World Trade Organization, Principles and General Rules, multinational agreements, the commitments to be followed in the implementation and disputed issues.

4.            In accordance with the World Trade Organization's commitment to transparency, Myanmar has extended notifications on trade regulation regularly and trade policy review meeting was conducted in 2014, and in 2021, for (2) times.

5.            The Minister delivered that by carefully studying and memorizing the lessons that will be taught by the trainers, the participant will be able to assist their Ministry in dealing with World Trade Organization issues.

6.             In this course, those were served ‌as Counselor at the WTO (head office) in Geneva, Switzerland. Will teach the participant shared their knowledge will be taught and shared with the officers under the Ministry of Commerce in Naypyitaw.

The 5th ACFTA WGCC

The 5th round of negotiation of the Working Group on Competition and Consumer Protection (WGCC) for the ASEAN-China Free Trade Agreement was held from  29th January to 2nd February 2024 in Hangzhou City, the People’s Republic of China.

Representatives from the Competition and Consumer Protection Sectors in ASEAN member States, China and the ASEAN Secretariat Office attended the meeting in a hybrid format. As representatives of Myanmar, officials from the Department of Trade and the Department of Consumer Affairs under the Ministry of Commerce are attending the meeting in person.

The provisions to be included in the Competition and Consumer Protection Chapter in the ASEAN-China Free Trade Area (3.0) Upgrade are discussing in the meetings.
